I've found a way to make Prickly City readable!
First, you translate the dialogue into Portuguese. Then, you translate the Portuguese back into English.
Carmen: Perhaps the way to stop all this outsourcing is to start exempted of laws of the wage.
Winslow: What on making an alive wage, drivers of caminhoneta?
Carmen: How can you make an alive wage if you will not have a work, Winslow?
Winslow: I do not know but I bet if we called the sustentation that of tech would have a reply.
Carmen: I bet that.

See, now that makes perfect sense. Or at least more sense than it's currently written. And it's funny too. Or at least more funny than it's currently written.

I thought the problem was that American workers demanded higher wages to do these jobs. Silly liberal that I am, I was wrong. Apparently, if they are offered wages below the current minimum, they will flock to become telephone customer service reps! Who knew that the solution was wage cuts here at home?

Today's Shrubville has been one of the worst in recent memories.
Panel 1: Set up that today's strip will continue the theme of outsourcing. Take a stand on the issue that's so extreme, you'll find few Republicans who would even be willing to take that position.
Panel 2: Offer the liberal counter-argument to Stantis's position. Living wages are good.
Panel 3: Make a pretty shitty retort.
Panel 4: Ol' Liberal Winslow is stumped. Carmen wins the debate! Toss in a bad joke.
Does Stantis seriously believe that we ought to abolish the minimum wage? Does he have any sense of history? Do phrases like "the race to the bottom" or "The Jungle by Upton Sinclair" mean anything to him? Bah.

So can we assume that because Carmen and Winslow were outsourced, it was because of wage laws? So Stantis was getting paid minimum wage to draw them? Why don't they outsource the writing too? I'm sure he is being paid WAY to much for that.
Well, I can't imagine that he spends more than an hour per week coming up with his jokes, so if he got paid minumum wage to write it, that would be less than $1 per strip. That seems about right.
